[opencms-dev] Installation Problem - the requested resource (/opencms/ocsetup) is not available

Another question:

did you configure tomcat to unpack war archives (this is normally enabled) 
and did you restart tomcat after putting the opencms.war into webapps folder?

after stopping tomcat it can happen that there are still processes running.

do a 

ps auxw | grep tomcat

to verify that all processes have stopped.
