[opencms-dev] Installation problem

Hi,

I encountered something similar at some point.
Just to let you know: the idea is that unless you have successfully run
setup, there is flag in opencms.properties that says
"setupenabled=true". As long as this is true, if you try to access any
page outside the setup, you will get this error. Obviously, this
shouldn't occur in the setup itself!

So my opinion is: you are accessing another part of OpenCms when calling
/opencms/setup URL, not the actual setup. Maybe your context root is
/opencms/opencms? You might want to try /opencms/opencms/setup.
Another option is just a strange bug, so you should start with
restarting OpenCms ;-)
