I accountered the same problem last weekend.

Are you shure that xerces.jar is really found?

Other than the documentation says, xerces is NOT included in
opencms. And on this place, the code fails to decode the
InvocationTargetException to tell you which class it cannot find. When
I used jdk1.2 I got a better errormessage which showed that xerces was
missing.
