how i can configure OpenCMS to speak english.
 
There is no configuration necessary. Every user can decide which language he
or she wants. In 
the menu item you get with the hammer symbol (Einstellungen) select
Starteinstellungen and then Sprache. The languaguages you can choose here
are the existing language files in 
workplace/config/language
This is currently English and German.
