hello,

which URL are you using to access OpenCMS ? 
The default URL in TOMCAT is:
http://localhost:8080/...
an the Apache Webserver has the following URL(if he run at the same host and under standard port 80):
http://localhost/...

If you use the first URL, TOMCAT would be accessed direct (standalone) and the pics will be not found.
