[opencms-dev] Installation Problem - the requested resource (/opencms/ocsetup) is not available

I can't see any mistakes in your web.xml and i don't think you've touched it.

Sometimes i encountered problems with text files of opencms cause they are 
procuded on win machines (for example the cmsshell.sh won't work unless you 
dos2unix it).
So maybe a

dos2unix web.xml

could help.
