Use tomcat 4.0.2 - which is now available at jakarta.apache.org.
There was a bug related to binary uploads and it is now finally fixed in the
release version (4.0.2).
Or build your own version from the *latest* CVS sources :)
That solved this problem for a some opencms installations.
