[opencms-dev] opencms works only with its shell

I have a similar problem to the one experienced by Ilya Botvinnikov.  I am
using opencms 4.2 on a windows2000 systems running apache tomcat 4.0.
Opencms's dynamic files only work from the command tool and not from the
browser.  I get a file not found from the browser, unless I have first run
it
from the tool.
