[opencms-dev] can i create a folder on root?

Hello Friends,

    Can I create a folder on root?
     I think no, but any way?
     When I create a new project after it possible,
     but else?

     I want it for some security reasons, so anybody
     can help me?  Its really appreciated. Thanks.
