[opencms-dev] character encoding

Hello all,
I have problems with publishing things under a different character set
than 8859-1. 
All the system templates are forced to 8859-1. The consequence is e.g.
that using a property for a folder like "navtext" with characters in
latin2 is impossible.
Does anybody have an advice? Is changing of encodings of all the xml
templates (system included) to a desired character set a solution?
