Regarding you're using Version 5 beta 2 you should use the option:
CATALINA_OPTS=-Dfile.encoding=UTF-8

  I hope is not a FAQ:

  When connecting to:
http://localhost:8080/opencms/opencms/system/workplace/action/login.html
after a clean install I get in the browser:
