Publius,
This looks like JDBC API problem,
If you are using JDK 1.4 or higher, Tou will see this error.

OpenCMS 4.6.1 is developed against JDK 1.3. 

If you need to Build OpenCMS 4.6.1 against JDK 1.4 or higher, replace
classes of com.opencms.dbpool classes with corresponding classes from
OpenCMS 5 RC1.
