[opencms-dev] Display format for dates

Is the display format of dates configurable?  (I found the entry in
opencms.properties for changing the format used in logfile entries, but
we'd like to manipulate, for example, the "last updated" date that's
presented in the explorer view.)

(Bonus points if it's configurable on a per-user basis.)
