[opencms-dev] Can not change default encoding

Hello ,

I want to change HTTP responses encoding to 'windows-1251'.
I 'set defaultContentEncoding=windows-1251' in  opencms.properties
and set 'CATALINA_OPTS=-Dfile.encoding=windows-1251'.  

But this does not work (

I see in opencms.log

> [15.03.2003 18:02:27] <opencms_init> . OpenCms encoding     : windows-1251

> [15.03.2003 18:02:27] <opencms_init> . Encoding set to      : ISO-8859-1

Why?
