[opencms-dev] I want to prepare a new view

Dear list,
 
I want to prepare a new view other than Administration, Explorer and
Workflow. In this view (NEWS to name) I 'll provide the WYSIWYG editor
and add some buttons like send report to chief reporter, send a file,
send a message, accept file, edit report, send to archive etc. 
 
What are the initial steps to add a new view to OpenCms? I have already
downloaded OpenCms PDFs, but could not find some concrete directions on
it.
