[opencms-dev] export/import cms users

I wonder how I can export/re-import users without going to the database 
level and doing something like dump/reload of some cms tables ?

Another question in that context is what happens when I import a module, 
which has in its resources, owners/groups set that do not exist in the 
target opencms installation ?

I could do some trial and error but maybe somebody has gone that road ...
