[opencms-dev] access rights to root directory

Can anbody tell me why I am unable to create new files or directories in 
the root folder (/) of my project. Indeed, in this particular folder, which 
is grayed in the explorer interface, any icon for creating such things is 
also grayed.
Have ou got any answers ?
