[opencms-dev] Problem with templates....

I'm traying to do a simple example of creating a page with a empty template 
and a empty body, the only result that a get from the browser is this one:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

<head>
<meta http-equiv="content-type" content="text/html; 
charset=ISO-8859-1"getEncoding/>

I dont understand what is the problem....if the templates are JSP no problem 
but if they are XML does don't work. For instence the Welcome / Releasa 
templete works fine and load the body element with the rigth content, but is 
I use the empty template nothing happens.
