  It's a bug in CmsDbAccess.
  Delete the following SQl statement in 
com\opencms\file\mssql\query.properties will help you
  1)C_RESOURCES_GET_FILESINFOLDER
  2)C_RESOURCES_GET_SUBFOLDER
