Could this have anything to do with the navigation being affected by the
page? I believe that if a page affects "dynamic" navigation from other
pages, those pages will be affected as well, so will be republished. I
may be corrected on this...

Agreed that if I change the template, all pages would be exported.
However, EVERYTHING is being published when only a page has changed (Not
the template).
Any clues?
