[opencms-dev] 404 resource not available

I have never been able to get opencms to work. I put the opencms.war in
Tomcat 4.1.18's webapps directory on an XP machine and successfully got the
setup portion to run. The database was created successfully but when I
attempt to login I get the error below. Any pointers

http://localhost:8080/opencms/opencms/login

 The requested resource () is not available.
