[opencms-dev] User import

These are stored in the CMS_USERS table in the USER_INFO field wich is a
blob as a serialzed java.util.Hashtable. 

It's not in CMS_WEBUSERS as someone else suggested. In fact, the table
CMS_WEBUSERS is not at all used by the system, as it is only required by
some 3rd party module not available as open source. Therefore it's
likley we will remove the table CMS_WEBUSERS in the next release.
