[opencms-dev] include jsp page problem

HI,
I have a jsp page, which imports header and footer, as below
<jsp:include page="header.jsp" flush="true"/>
....body content.........
<jsp:include page="header.jsp" flush="true"/>

But unfortunately, when I view the page, it neither works in offline nor in 
online after publishing.

And another problem is when I import my project into opencms in a zip file, 
I found that export is by default set to false, and hence when I publish my 
project, jsp pages do not get published and I have to change export=true for 
each and every jsp page, and publish it again.

Can someone tell me where I am going wrong or any additional settings to be 
done.
