Either method of creating a site (copying or starting from scratch) is
okay. If it is easiest to copy, do that. 

The tutorials will walk you through creating all of the templates and
stuff from scratch, so you may prefer to do that. That is probably
better than copying and modifying.

It is usually best to create modules to encapsulate your code, and
reserve the main directory tree to content. I usually create a module
for the website (e.g. com.mycomapny.opencms.website) and put all of the
templates, JSPs, and site images in there.

Note that the documentation modules are available from the alkacon page
as well as the OpenCMS.org page. Those are the best place to start.
