[opencms-dev] Problem with cms:include

Hi All,
	 cms:include is not compiling the included jsp's
	following is the code

<%@ taglib prefix="cms" uri="http://www.opencms.org/taglib/cms" %>
<br>
<cms:include page="include1" /> 
<br>
<cms:include page="include2" /> 
<br>

Even if I change the code in include1 or include2 changes are not
getting reflected in this main page.
Do I need to set any properties? 
Please let me know whats the problem in this code
