The best is you learn both :)

HTML is not a programing language, it s more a structure. If you would 
like to create templates, you have to use HTML-fragments all the time. 
Also within JSP!

Have a look at some simple HTML-Pages and learn by seeing. Or visit some 
Websites teaching you how to use HTML. A very good  website - but german 
website - is the site Selfhtml made by Stefan Münz.

But I think there are many many other sites in your language like these 
one all over the web.

JSP is the "dynamic part". I think you could use the template system 
without any JSP code! But your system is very static and you would use 
nearly 1% of the possibilities of opencms!

Nevertheless, perhaps it is a good way learning first HTML and try to 
use the opencms.  Anytime you want to use some dynamics like a date at 
your site and a bit later perhaps a automatic generated navigation ... 
or what else ...
Then you should risk to step to JSP ...
