Try to move xercesImpl.jar completely out of
%CATALINA_HOME%/common/endorsed/ directory, not to subdirectory of endorsed.

  to
    %CATALINA_HOME%/common/endorsed/xercesImpl.jar.old

  Copied
    %CATALINA_HOME%/webapps/opencms/WEB-INF/lib/xerces-1_4_4.jar
  to
    %CATALINA_HOME%/common/endorsed/xerces-1_4_4.jar

No Luck

Downloaded the new Xerces_2.6.0
and installed the new xercesImpl.jar
 to
    %CATALINA_HOME%/common/endorsed/xercesImpl.jar

No Luck

Moved
    %CATALINA_HOME%/common/endorsed/xercesImpl.jar
  to
    %CATALINA_HOME%/common/endorsed/old_xerces/xercesImpl.jar

  Moved
    %CATALINA_HOME%/webapps/opencms/WEB-INF/lib/xerces-1_4_4.jar
  to
    %CATALINA_HOME%/common/endorsed/xercesImpl.jar

No Luck

However, after the last rename the DISPLAYED error changed to insufficient
rights.  As I am writing this I am resetting all the rights on all the files
to Admin and republishing.

I think I remember reading somewhere in here that someone else had the
same problem. If I remember correctly, I think you should remove the 
   %CATALINA_HOME%/common/endorsed/xercesImpl.jar and physically replace
it with -1_4_4 (renaming it).

Not sure ... but I am sure I saw this query in the mailing list not so
long ago. Try searching it.

I have installed into the environment detailed below, 

I have replaced 
   %CATALINA_HOME%/common/endorsed/xercesImpl.jar 
with 
   %CATALINA_HOME%/webapps/opencms/WEB-INF/lib/xerces-1_4_4.jar

When I try to edit the "instilation.html" per the OpenCMS User Manual
(Page
7) I receive an "ERROR 404 Resource Not Available" page

I am logged in as Admin

This is pulled from the log:

            Error in getContent for template class 
               com.opencms.workplace.CmsXmlTemplateEditor

I would appreciate any help anyone in the community could render.  If I
cannot get this working I will be forced to abandon OpenCMS in favor of
a
less featured but functional Content Management System.
