[opencms-dev] Can't install OpenCMS

You may also need to make sure the tools.jar from your JDK is in Tomcat's 
classpath.  Without it, you may have trouble compiling the JSPs.

try to update Tomcat to 4.1.29 if you can,=20
this can be related to problems with JSPs as well.

Does your tomcat configuration ( [tomcat root]/conf/server.xml ) have a
line like:
<Host name=3D"localhost" debug=3D"0" appBase=3D"webapps"=20
        unpackWARs=3D"true" autoDeploy=3D"true">
?
by default unpackWARs is set to false, it should be set to true if you
want your war file to unpack.
