first of all you should probably read intro into working with OpenCms 
in the user docs: 
download opencms_5.0_doc_full.zip from http://www.opencms.org

Using context menu in Explorer, "Zugriff ändern" / "Change permissions".


So, what are rights for /system/bodies/release/ (owner, group, access
flags)?

User : Admin
Groups : Administrators (also included Users & Projectmanager)
How to check rights?!

Please suggest. I'm a novice opencms user. I'm not able to start my 
development because of it.. Sometimes I get error "HTTP Status 404" and 
sometimes "Access denied"...
