[opencms-dev] Problem with encoding

Hi,
I'm trying to install opencms in tomcat 4.1.3 but it doesn't work
because JVM encoding is different from opencms encoding.
I have modified CATALINA_OPTS in catalina.bat like this:
 
set CATALINA_OPTS=%CATALINA_OPTS% -Dsun.io.useCanonCaches=false
-Dfile.encoding=ISO-8859-1
 
but it doesn't work either.
 
If someone has an idea, please help me.
