[opencms-dev] opencms 5.3.4 and file.encoding other than ISO-8859-1

OK, I solved it. Probably the encoding cannot be changed later,
but I managed to do a fresh install with ISO-8859-2,
the previous installation failure was only temporary, after page reload
it worked, the CmsSetupBean probably needs it to properly reinitialize
after TomCat restart.
