[opencms-dev] The data go online automatically...

I work in localhost on my machine and i have to publish the data to make
other users can access to them.
I don't understand why, when I put opencms in the principal machine of
intranet, the data are online after I edit a file, I don't have to make
publish.
I want to know why I don't have to publish to make data online.
