[opencms-dev] Problem exporting and publishing

I'm using OpenCms 5.0.0. I'm trying to publish/export a change to an HTML file. I'm logged in as Admin, and Admin created the HTML page. When I hit the 'Publish' button, I get the following error:

I don't understand how I can get an 'Access denied' error when I'm the one who created the HTML page (and all the templates) in the first place! Any ideas???
