Sorry! i didnt saw you were talking about raw content...
 
Ive tried it and we have the same problem, the svg isnt display when
deliver as raw content...
 
Adding  "svg=image/svg+xml" to mimetypes.properties havent fixed the
problem for us!
 
Let me know if it have worked for you...
