[opencms-dev] jsp

I created a simple jsp for testing purpose and got the following error:

javax.servlet.ServletException: Resource loader error in file
'/new/jsp1.jsp'
Root cause:
javax.servlet.ServletException: JspLauncher: Could not write to file
'jsp1.jsp.jsp'
java.io.FileNotFoundException:
/var/www/web139/html/cms/WEB-INF/jsp/offline/new/jsp1.jsp.jsp (Permission
denied)
..

I'm logged on to the Offline project as administrator and published the
project. 
What could be the problem??
