On win2k you can start with:
<path to you java>\bin\java.exe -jar -Dfile.encoding="ISO-8859-1"
-Duser.dir="%TOMCAT_HOME%" "%TOMCAT_HOME%\bin\bootstrap.jar" start
e.g:
D:\j2sdk_nb\j2sdk1.4.x\bin\java.exe -jar
-Dorg.xml.sax.driver="org.apache.xerces.parsers.SAXParser"
-Dfile.encoding="ISO-8859-1" -Duser.dir="D:\Tomcat4.1.x"
"D:\Tomcat4.1.x\bin\bootstrap.jar" start
SAXParser is optional
Additonaly you can configure your server to start tomcat as a service
with your encoding parameters.

When you have installed Tomcat to startup as a Win2K service you need to
change a property and to add a propery in the registry of Windows.
Go to : My
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Apache
Tomcat 4.1\Parameters
Change : JVM Option Count to 5 (instead of 4)
Add : JVM Option Number 4 : -Dfile.encoding=ISO-8859-1
After doing this it worked for me....

I have speant manys late night trying to get opencms working first on a
w2k server than on a debian box.
The w2k problem was posted to the opencms list but did not seem to make
it.
W2k problem.
On a windows 2K server I have set
CATALINA_OPTS=-Dfile.encoding=ISO-8859-1 as per the documentation. now
when I run http://127.0.0.1/opencms/ocsetup I get an exception. Remove
CATALINA_OPTS and we are back to the "file encoding does not match
error.
Have tryed all the suggestions for this problem on the mailing opencms
mailing list and a different machine as well as re-installing java,
tomcat & opencms.
Debian problem
when running localhost://opencms/ocsetup & selecting continue.
