[opencms-dev] Can I use encoding ANSI_X3.4-1968 in OpenCMS

My web site host doesn't support UTF-8 but uses ANSI_X3.4-1968 instead. Is
there any way to get OpenCMS up and running? I have tried editing
WEB-INF/config/opencms.properties

but it doesn't crack the case.
