Crazy thing! they are just symlinks (on Debian)

# ls -l /usr/share/tomcat4/webapps
lrwxrwxrwx    1 root     root           24 Sep 19 03:17
/usr/share/tomcat4/webapps -> /var/lib/tomcat4/webapps
