[opencms-dev] I_CmsModuleAction.shutDown(CmsModule) not being called

I have a module class which implements the I_CmsModuleAction interface.
I've noticed that when OpenCMS shuts down the shutDown(CmsModule) method is
not being called.  Searching through the code it appears that the
CmsModuleManager.shutdown() method is never called, is this a bug?
