[opencms-dev] create module problem?

Hi，all:

     I have translated the opencms workplace into Chinese successfully using workplace_zh.properties for localization,

     then set the startup options language: simplified chinese in workplace preferences.
		

	However ,it can not create a new module when I use the “Module management”
    to in the “administration” view.
	please refer the attachement for seeing errors.

    But It’s all right when I set the startup options language: English in workplace preferences.. How can I do?
    
    Please help me,thanks!

     version: opencms5.0.1
     encoding: UTF-8
     database: Mysql 4.0.12
     os:window2003
