you are right, there is no mehthod .getEncoding()
I use opencms6 on Tomcat5 with xerces2.6.2, no problems,
maybe you should downgrade your xerces,
this is mentioned sometimes in the mailinglist or search for "xerces" on 
opencms-forum.de.
