It is not clear what you are trying to achieve.
I think you can play with the onUnload event of the <body> tag to close 
your popup window.
Also you can check the source of the top frame which contains the blue 
arrow, copy in your own html created in
your module administration folder than create a new javascript function 
that will close the popup onclick of the blue arrow.
