[opencms-dev] Error in publishing

It seems to be something related to enabling static export, or at least  
that is how it seems - on a couple of occasions this behaviour started  
after enabling static export (setting it to dynamic).

It is to the best of my knowledge harmless, and seem to be a timing  
issue somehow. Haven't looked into it, just told the clients not to  
panic when it happens (and furthermore trying to teach them to use  
projects and publish project anyway for this and other reasons)
