[opencms-dev] OC5 - Jakarta-commons-httpclient

/server/lib/* is only seen by tomcat not webapps
/common/*/... is seen by tomcat and all web apps
/shared/lib/* is seen by all web apps but not tomcat
and of course app/WEB-INF/lib is seen by the one web app
