It is possible that you have a logged on SESSION in the one browser so its
permissions will be different than the other browser

You could try opening another IE or another Mozilla and you may experience
the same

I have found what is poublised opens without needing a logon session

I suspect that you are using IE to log into opencms.  Try logging out 
and then viewing the page with IE.
