[opencms-dev] Localization Tool

Hi

I've installed OpenCms (downloaded from CVS and compiled by me). Then I've downloaded OpenCms6Beta1 from www.opencms.org and I've installed modules that I found in binary distribution and didin't find in CVS distribution. 

But I cannot see any Localization Tool which is described at 
localhost:8080/opencms/opencms/alkacon-documentation/howto_workplace_translation/description-tool.html
Is it somewhere in Administration View?
