[opencms-dev] strange encoding (bug ? ) openCMS alpha3

Hello All,

It seems that form parameters encoded in UTF-8 are incorrectly treated as encoded in ISO-8859-
1 in online version. 

Form is sent using POST method, encoding for the page is set to utf-8. 
In offline version everything is working fine, but in online, the parameters 
are getting corrupted. Example: (ä) symbol becomes two symbols (Ã ) and so on.

Can anyone confirm it? Is there any way to fix it?
