Have a look at the initialization code for CmsShell (if you have pulled 
the OpenCms source out of CVS)

Or else have a look at the execute method in the 
CmsSynchronizeAntTask.java in the below message.  That pretty much goes 
into all the steps to instantiate OpenCms from an application.
