[opencms-dev] cannot open /opencms/opencms/index.jsp

Not sure what "modules" you refer to.
Actually tomcat has deployed the .war properly. After setup, 
webapps/opencms contains:
   META-INF/
   resources/
   setup/
   WEB-INF/

(note: opencms/index.jsp is not in the .war)
