[opencms-dev] (6b3) PostgreSQL 7.4.x compatibility

I have successfully deployed opencms 6 against both PostgreSQL 7.4 and 8.0.
I also had trouble at first getting the wizard to work.  The steps that I
found to work were:

Create the database and user first.
Tell OpenCMS to build the schema but NOT the user (i.e. check the second
box at the bottom but not the first).
